Program Objectives:

Completing Cal State East Bay’s payroll course will provide you with:


Greater understanding of fringe benefit types, including qualified and nonqualified deferred compensation, third party sick pay, relocation, and personal use of a company vehicle. Proper federal taxation of such benefits will also be reviewed.


The ability to complete and process the Form W-4.


Greater insight into a variety of topics such as supplemental wage taxation as well as expatriate and non-resident alien taxes.

Program Format

The Payroll Practice and Management Certificate Program is conveniently offered online, so Internet access is required. You will also need access to a word processing program, such as Microsoft Word, and a free version of Adobe Acrobat Reader and Flash Player. 

Certificate Requirements

To earn your Payroll Practice and Management Certificate, you must complete one required course containing the following four modules.

Module One: Wage and Hour Law
Gain a greater understanding of the Fair Labor Standards Act, classifying workers, calculating gross pay, and other FLSA Requirements.
Module Two: Taxation and Compensation
In this module, you’ll learn about both federal and state payroll taxes, multistate taxation, wages and compensation, and other topics closely associated with taxation and compensation.
Module Three: Fringe Benefits, Compensation and Taxation
This module provides you with greater insight into deferred compensation, Section 125 and 129 Plans, stock options, expatriate employees, and other topics associated with benefits, compensation and taxation.
Module Four: Payroll Management and Year End Reporting
Gain insight into payroll procedures, working with the IRS, garnishments and levies, year-end form review and other topics to improve payroll management and streamline year end reporting.

Mindy Harada is an employment tax specialist and has over 19 years of employment tax experience as an independent consultant, an employee with one of the "Big Four" firms, and as a payroll tax auditor with the state of California.

Harada provides consulting services encompassing the complete array of human resource and payroll tax issues. These include payroll tax minimization studies, downsize consulting, payroll tax compliance reviews, and independent contractor studies. She represents clients in many different industries at both the state and federal level during independent contractor and payroll compliance audits.

Now a sole proprietor, Harada previously was the West Coast practice leader for the employment tax practice at Deloitte Tax LLP. Harada's prior employment as a tax auditor IV with the Employment Development Department, State of California, has allowed her to assist clients undergoing a payroll tax audit. She spent two years as a hearing specialist before the California Unemployment Insurance Appeals Board, representing the EDD during the administrative appeals process.

She is a frequent presenter on various employment tax topics at APA events on the West Coast and for several payroll service providers on a national basis. She has presented before the California Society of CPAs and has also spoken at several California Payroll Conferences, as well as at conferences in the Pacific Northwest and many other locations throughout the country.

Laurie M. Fagundes, CPP, is a payroll industry veteran with over 21 years of payroll management experience.

Fagundes has managed the disbursement function of large corporations, having been the senior disbursements manager with responsibility for payroll and accounts payable at Excite@Home Corporation, senior payroll manager at DHL Airways, Inc., and payroll manager at Oracle Corporation. Her areas of responsibility have included payroll tax filing in all 50 states plus the U.S. possessions.

Since 2001, she's been working as an independent payroll consultant, assisting corporations with payroll implementations, process reengineering, procedures documentation, and outsourcing.

Admission to the Payroll Practice and Management Certificate Program is open to any interested student who is proficient in keyboarding, has a basic understanding of a word processing program (Microsoft Word recommended), and has a command of English grammar and punctuation. No payroll or office work experience is required.

CSUEB’s Payroll Practice and Management Certificate is an open enrollment program. You can register and start the program at any time. 

Common Questions

When can I start the program? 

This program has open enrollment, so you can register and start the program as soon as you are ready. After you have accessed the program curriculum or received a material shipment confirmation, refunds cannot be issued.

Can I register for programs if I am an international student? 

Yes. The program is not eligible for a F1 Student Visa or I-20, but you can enroll in and take the program from your home country as long as you have access to a computer with a fast internet connection such as DSL or cable.

How long does it take to complete a program? 

This program is self-paced with open enrollment, so you can start when you choose and complete the course at your own pace. Upon registering, you're given an initial six months to complete the program. If you need additional time, you may receive an extension of six months at no additional cost.

Who will be my instructor? 

All facilitators are successful working professionals in the payroll and management field. You will be paired up with a facilitator for one-on-one interaction. The facilitator will be available via e-mail to answer any questions you may have and to provide feedback on your performance. 

Do I have to buy additional materials?

No. Your tuition covers all course material. ed2go will ship all materials to you after enrollment.

What software or hardware do I need in order to take online programs, and what are the system requirements?

To participate in the online program, you must have access to a computer and the Internet. You can access program content from any Web-enabled computer. You do not have to use the same computer to log in to the program every time. A word processing program such as Microsoft Word and the latest version of Internet Explorer are also recommended.

Can I use a Mac?

Yes, you can use a Mac for this program.

What happens when I complete the program

Upon successful completion of the program, you will be awarded a certificate of completion from California State University, East Bay. 

Am I guaranteed a job? 

CSUEB’s partner, ed2go, does not provide direct job placement services.
